2. Mr. Leigh's reply supports my own view that it is premature to talk of a Royal Charter.

3. I see no reason why Hong Kong should not establish, by local legislation, a disciplinary body for the local bar consisting of representatives of the local bench and the local bar, and perhaps also representatives of the Hong Kong Government. There must be precedents for this in other dependencies or in independent members of the Commonwealth, and perhaps the Library could be asked to look out some legislation to provide examples.

4. To call such a local statutory body an "Inn of Court", to associate Her Majesty's name with it or to proceed by way of vesting powers in all the judges, who would delegate the powers, strikes me as pretentious and

unnecessary.
