Thank you for your letter of 10 September confirming that you agree with the views expressed by Leigh as regards the Hong Kong proposal to constitute an Inn of Court by Royal Charter.
I enclose a copy of the two saving despatches which have been sent to Hong Kong conveying to them the Secretary of State's views based on the advice received from Leigh and Bourne.
