Mr. Gaminara, (Hong Kong Department)

Mr. Royle has seen the Governor of Hong Kong's letter SCR 4/561/58 of 6 August about the problems of crime in Hong Kong. He has commented that he hopes the Governor will not go ahead with any changes until the F.C.0. has had a chance to consider his suggestions in depth. Mr. Royle has also raised the following points:-

Paragraph 3. He would be interested to see comparable figures for crime in other cities of a similar size (he suggested Birmingham and Singapore).

Paragraph 10. If deportation were reintroduced as a punishment, where could criminals be deported to if neither the Taiwanese nor the C.P.G. authorities were prepared to accept them?

Paragraph 11. Mr. Royle would be interested to know to what extent corporal punishment is used in Hong Kong at present, and also how frequent cases of capital punishment are.

Paragraph 12. Mr. Royle would like the Attorney-

General to be consulted about the suggestion on

detention (although he would not wish him to be shown the letter as a whole).

Paragraph 16. Mr. Royle was rather surprised by the Governor's statement that there is no lack of opportunities for young people in Hong Kong to join youth organisations. He had understood that such organisations, although increasing in number, were still in short supply.
