Thank you for your helpful letter of 6 August about crime in Hong Kong.

Like you, we shall treat this as a matter of urgency and we are aiming to let you have our views on the various points you raise as soon as possible. Meanwhile I have already show your letter to the Parliamentary-Under-Secretary, who has commented that he hopes you will not go ahead with any changes until we have had a chance to consider your suggestions in depth and report to him.

There is one other paint I might mention now. T paragraph 12 of your letter you asked if we could let you have any information about the effectiveness of the detention centre system in this country. We are wondering whether when

you wrote this you had seen our Saving Despatch No.148 of 30 April in reply to your Saving Despatch No. 279 of 4 March (your reference GRI/NC12/70). We sent you then a considerable amount of material provided by the Home Office,and we should be glad to know whether you require any further information on this particular matter.
