Justice. I mentioned the point to Sir Hugh Norman-Walker who was 0.A.G. at the time but found he had little sympathy with the Police view that this type of sentence had an effective deterrent effect. (If he was concerned in the drafting of para. 11 of the Governor's letter he must have changed or suppressed the views he expressed to me!).
