In your letter No. CRI.249/3/99 of 20 November you sent us some very helpful information on the subject of minimum sentences.
2. At the end of your letter you mentioned that certain problems had been thrown up by legislation which had recently been enacted in Northern Ireland and which provided for minimum sentences on conviction for certain offences during the period of the present emergency in that country. We should be most grateful for any further information that you can let us have on the nature of the problems in question. If this information is not readily available to you, perhaps you could suggest a means whereby we could obtain it.
