The Hong Kong authorities sometimes drag their feet when
they are required to address themselves to awkward personnel
problems; Sir H. Norman-Walker has been back in the Colony for
three weeks; and this particular problem is not going to become
easier with the passage of time. I think, therefore, that a
reminder ought to go out this week, but I do not press the
point if you or Sir Leslie Monson think otherwise.
