draft telegram which, in Sir James Macpetrie's absence on leave, has been cleared with Sir Arthur Grattan-Bellew (see his minute above). The telegram has been drafted as one from the Secretary of State and not as a personal one from you.

In terms of the draft telegram, the only point on which we are asking the Governor to refer back to us arises out of Clause 3 of the Bill. Sir Arthur feels that in view of Sir James MacFetrie's request to Mr. Roberts and of the latter's undertaking on the point (see attached records of meetings in your office on 12 August and in Sir Arthur Grattan- Bellew's office on 19 August) we should insist on seeing the draft of the general mission to be issued by the Governor under the terms of Clause
