Billiw on vohun Thank you for your letter of the 17th September concerning the Hong Kong Prevention of Bribery Bill, 1970.

I have shown the Bill, and your letter, to the Attorney General. His reaction is that some of the provisions, and in particular Clause 10, are contrary to the basic principles of English criminal law, and he would not be able to justify those provisions on legal grounds. However, he notes that the decision to retain the Bill in its present form was taken on "purely political grounds" and he assumes that if it is necessary to answer any criticism in this country about the Bill, your Ministers will be able to justify it on these grounds.
