The effect of this clause did not relieve the Crown of the

burden of proof, and it was only after the Crown had proved that a public

servant was living above his means, or was in control of more money or

property beyond what he might reasonably be expected to have in view of

his salary, that the accused would be obliged to give a satisfactory

explanation to the Court.
