"Before these presumptions are of any effect, it will be for the
prosecution to establish the various elements of the offence," he explained.
"Only when it has done this to the satisfaction of the court will
it be necessary for the accused to put forward his defence that he had lawful authority, or reasonable excuse, for receiving the advantage, or
that he did not accept it for the reason alleged in the charge."
CHA KWO LING SEA WALL
Land For New Coastal Road

Approximately 240 feet of sea wall is to be built to complete the
Cha Kwo Ling sea wall and reclamation scheme.
Temporary surface drains will also be constructed to drain the
low-lying area of Cha Kwo Ling village.
Reclamation included in this project will provide land for a new
coastal road linking Cha Kwo Ling and Sham Ka Tsuen, and will reduce the
area of stagnant water in the vicinity of the village.
The work has been designed, and will be supervised, by the Port
Works Division of the Civil Engineering Office, Public Works Department.
Construction will begin by the end of this year.
