Branch should continue to be entrusted with its work for a specified period
but with one important priviso.

This was that the present Target Committee of senior police officers
be replaced by a Supervisory Committee composed of persons of unimpeachable
integrity and stature from both within and outside the Government.
This Committee should be entrusted with the task of ensuring that
the Government's determination to eradicate corruption in Hong Kong society
was carried out. For this, it should have the overall supervision and
direction of the Anti-Corruption Branch.
Review After Three Years
Unofficial members also proposed that at the end of the interim
period of three years, the Government should review the whole situation and
make concrete proposals to the Council.
Mr. Kan emphasised that the unofficials were anxious the Bill
should turn out to be, "not just another piece of legislation," but a
determined and important move towards the elimination of corruption.
In combatting corruption, the Government rightly expected the
utmost co-operation and assistance from the public but this co-operation
and assistance would not be readily forthcoming unless the public was convinced
the Government was "resolute in its determination to stamp out this ovil
from our midst."
