The Attorney General, Mr. D.T.E. Roberts, said today the Government
intended to follow a recommendation of the Advisory Committee on Corruption
that the anti-corruption branch should remain part of the Royal Hong Kong
Police Force for between three to five years after which the position
would be reviewed.
He told the Legislative Council at the resumed debate on the second
reading of the Prevention of Bribery Bill 1970 that the question of entrusting
the administration of the Bill's provisions to the anti-corruption branch
of the police force had provoked nore discussion than any other.
But in view of the increased success enjoyed by the branch in the
past two to three years, the Government did not accept the suggestion that
its record was such that a change was required.
In his view, it was also pertinent that the initiative for the
reform of the present "somewhat unsatisfactory" law on corruption had come
from the branch itself.
He would support an amendment at the committee stage designed to
alter the definition of "Director" (of the anti-corruption branch) to mean
the person appointed by the Governor to be in charge of the anti-corruption
office.
