(c) The authority of the Law Officers has been obtained for the inclusion of their Opinions in the confidential volumes of print.
(d) Where a copy of an Opinion of the Law Officers of the Crown is to be communicated to a Governor or equivalent officer in a United Kingdom dependency, the following precautions should be taken:

the copy must be marked "Confidential" and sent with a confidential letter or despatch;
the letter or despatch should state that the Opinion may be shown to the Governor's Law Officers and, at his discretion, to the Chief Secretary or Colonial Secretary;

after obtaining the Attorney General's consent, Governor may be authorised, at his discretion, to communicate the substance of the Opinion or even the actual words to local Ministers, to the Executive Council or to officers of Her Majesty's Service, provided that no indication is given of the source of the Opinion but the letter or despatch should also be marked "Personal" unless the Attorney General has consented to the Opinion being shown to all local Ministers or the whole Executive Council.
