PREVENTION OF BRIBERY BILL
(3) Nothing in this section shall exclude the application te any offence of any other law whereby a person may be found guilty of an offence other than that with which he is charged.
32. Any person convicted of an offence under Part II shall, by reason of such conviction, be disqualified for a period of seven years from the date of such conviction from—
(a) being registered as an elector or voting at any election
under the Urban Council Ordinance;
(b) being or being elected or appointed as a member of the Executive Council, the Legislative Council, the Urban Council and any other public body.

34 33. (1) The Prevention of Corruption Ordinance is repealed.
(2) The Urban Council Ordinance is amended-

(a) in section 6, by deleting from paragraph (d) "relating to
corrupt and illegal practices"; and
(b) in section 17, by—
(i) deleting the full stop at the end of paragraph (b) of subsection (1) and substituting a semicolon; and

Explanatory Memorandum.
The need to root out corruption in the Colony has long been recognized, but despite continuous efforts towards this end success has been moderate only. In order to find out the reason for this, the Prevention of Corruption Ordinance (Cap. 215) which is based to a large extent on English statutes of 1889, 1906 and 1916, has been compared with the more recent legislation of other countries where corruption has been a problem.
2. As a result of this study it is considered that Cap. 215 is inadequate in several important respects and that a new Ordinance is required, containing new powers to deal with the problem.
3. The Bill is divided into 5 Parts dealing, respectively, with Preliminary Matters, Offences, Powers of Investigation, Evidence and Miscellaneous Matters.
