Hong Kong Prevention of Bribery Bill
I did receive a copy of your letter of 30 December and by now you should have received Carter's letter replying to your letter.

You will see from Carter's letter that we still have strong objections to the disputed provisions of the Bribery Bill. If we cannot reach agreement on the major points in contention, it is considered here that reference to Ministers (and also probably to the Law Officers) will be necessary.
