Section 87B provides that, upon commital for trial or

discharge of the accused, as the case may be, the clerk of the court

must, on the day on which the committal proceedings are concluded or

the next day, cause to be displayed in a part of the court house to

which the public have access a notice giving the name, address and age (if known) of the accused, the charge on which he was committed

or discharged and, if committed, the court to which he is committed.

Against the possibility that a court might hold that

publication in accordance with subsection (5) or (6) of section 87A

of a report of committal proceedings, at the end of the trial, was

not a contemporaneous report, clause 6 amends section 13 of the

Defamation Ordinance to provide for it to be so treated if the report

is published as soon as practicable after it has become permissible.

Newspapers and broadcasting authorities will then continue to have

the benefit of the protection afforded to them by section 13 of the

Defamation Ordinance.
