4. I am accordingly glad to note the progress that

you have reported in the sphere of social services and

your intention that your Government should concentrate

on steadily improving its performance and extending

its activities in those spheres and at those levels

which have a direct impact on ordinary people.

I am particularly pleased to note the continued

progress being made in the field of primary education

and I am equally glad to learn of your investigations

into the possibility of providing three years aided

post-primary education and a full secondary course, albeit on a more limited basis. I look forward to learning the Cesult of the scores which you are carrying out. 6. I share your view that communist schools present

a serious long-term threat. We can undoubtedly

expect a continued increase in the enrolment at such

schools as the communists develop their plans for

expanding their educational facilities. Such an

increase appears inevitable in. view of the large

captive clientele represented by the children of

communist families who, for lack of such facilities,

at present attend other schools. However, the con-

tinued development and expansion of the building

programme for Government and Government-aided schools,

particularly in sensitive areas, is in my view the

most practicable counter to this threat.

7. I look forward to receiving at an early date your

proposals for regionalising the position of the urban

Council. You will appreciate that this matter has

now been outstanding for a considerable time and,

although the changes that you envisage fall short of

what the elected members of the council have them--

selves proposed, I am anxious that any acceptable
