At the end of our discussions on 27 November about
the Hong Kong defence contributi on it was left that
we would prepare the draft of a paper for presentation
to the Defence and Oversea Policy Committee by the
Foreign and Commonwealth Secretary; We have now
prepared the draft of which I enclose a copy
Would you please let me know whether you agree
with the facts as stated in the draft and whether you
feel able to support the recommendations in it.
