I attach a draft of a paper for the Defence and
Oversea Policy Committee, together with a draft of a
letter to go to Mr. Gwynn, Mr. Stretton and Mr. Gedding.
2. Sir L. Monson has proposed that we should discuss
this with the Governor before he goes back to Hong Kong. Would 11.30 a.m. on Thursday, 10 December, in Sir L.Monson's
room be convenient ? If so, I shall get a message to Sir D. Trench through Mr. Wright.
