Hong Kong Department,

15 December 1970.

Sir Leslie Konson has asked me to seek your help on the matter raised in a letter he has had recently from Sir A. Galsworthy, of which a copy is enclosed. The letter is self-explanatory; it is also long and I

do not want to add unnecessarily to the amount of material you will have to read. To complete the picture all I need say is that we are now preparing for further negotiations with Hong Kong about the defence contribution, which has of course to be re-negotiated from the financial year 1971/72, and it would be most helpful to us if you could add anything to what Galsworthy has said,

(E. 0. Laird)

The Hon. A. Cumming-Bruce,

The Civil Assistant to the General Officer Commanding, HQ Northern Ireland Command,

Magheralve Road,

Lisburn,

N. Ireland.
