Thank you for sending me a copy of your letter of 11th December to Gwynn, with the draft of a paper for presentation to the Defence and Overseas Policy Committee.
Annex B as agreed by us is, I understand, being sent to you by Gwynn. It will include figures of cost of works maintenance, as did the previous edition, because Annex A does not do so, and I suggest the heading of Annex A should mention this exclusion. The reference to these Annexes in paragraph 6 of the draft will need revision.

In paragraph 6 of the draft £ml13.1 is given is the 1971/72 level of local expenditure for the whole garrison and by implication this comes from Annexes A & B. This would mean that local works costs have been assessed at just under £lm, which seems far too low a proportion of the figure in Annex B: most of the works costs represent local expenditure. I realise of course that the estimate is the Governor's and not yours, but, unless I have missed some point in the calculation, you may think it worth making it clear that the estimate might be disputable. ́
I agree that the proposal in paragraph 10 about equal sharing of any changes in building costs is a reasonable one.
