153/1 of December to my letter of 11 December about
the Hong Kong defence contribution.

To deal first with the points raised in your
paragraph 3:
(a) I think that this point can most easily be
met by the substitution of the words "was presen-
ted in Hong Kong" for the words "being expressed".

before I deal with one or two points of detail, I would

the draft depend to a considerable degree on the fact
that you now contemplate a capital works programme
which envisages an increase in expenditure of more
than 44% over that involved in the programme previously
planned, despite a reduction of one major unit in the
strength of the garrison since the earlier programme
was drawn up. Moreover, it is clear from your para-
graph 4 that you do not yet know whether your proposals
will receive Treasury support. We should be interested
to know what the Treasury view is on this aspect.
