You will recall our hurried conversation yesterday with Sir L. Monson about the Hong Kong Defence Contribution. Sir Leslie mentioned the possibility of a meeting today to discuss the matter but I understand that he is waiting to see the papers before fixing a meeting.
2. Copies of the latest letters from Mr. Gwynn and Mr. Stretton have been sent both to Sir Leslie and Mr. Wilford. I now attach copies of a draft letter (which replies both to Mr. Gwynn and Mr. Stretton) and of a draft note setting out additional arguments in support of the recommendations contained in our draft Memorandum for DOPC. Sir Leslie already has a copy of that draft: /attach an amended version.
3. I envisage that both the attached drafts can serve only as a basis for discussion since no decision has yet been taken on how we are going to handle the matter. It seems clear, however, that there can be no possibility of putting any memorandum to DOPC before the New Year.
