I sent the attached minute to Mr. Wilford immediately after our meeting on Monday 21 December. There is clearly no need to produce any other record of the discussion. The others present at the meeting will undoubtedly have reported to higher authority in their Departments on the outcome.

With the agreement of Mr. Wilford I have sent a personal telegram to the Governor today. You will have had a copy of this.

I have spoken on the telephone to Mr. Smith of the Department of the Environment (Defence Secretariat) and agreed with him that he would send you (despatching his letter today if possible so that you would have it first thing next Tuesday morning) the form of words about the increase in capital costs.for inclusion in the telegram for Hong Kong.

have this would you please draft a telegram, clearing it with other Departments and with Mr. Wilford, and then get it away.
