Dear Gamminara,
At our meeting with Laird on Tuesday it was decided to signal the Governor, Hong Kong to see whether he would increase his offer in the light of the very high rate of planned expenditure on works during the five years, particularly in view of the fact that it is mostly local expenditure and will remain as a permanent asset in the Colony.
I agreed to draft the factual part of the signal at Laird's request I am now sending it to you, together with an added piece, the sense of which you will no doubt incorporate somewhere in the signal.
I am sending a copy of this letter to Thorp (MOD) and also to Brack, Treasury who has confirmed the reference to the married quarters programme.
