Davis wrote to you on 17th March about the latest estimates of works expenditure in Hong Kong from 1971/72 to 1975/76. I note that the estimates are drawn up on the assumption of a mixed Army Garrison and that no provision has been included for a possible increase in married accommodation scales.

Whilst we see some advantage in presenting these gross figures of total works costs to the Governor as an illustration of the size of the problem, it is true, as Davis has said, that, in the Treasury, we have had no chance as yet to subject these figures to detailed scrutiny. We are therefore in no position
We to say that they will in fact prove to be acceptable to us. hope that our first opportunity for scrutiny will come when we see the Long Term Costings in May. Thus, in writing to the Governor, I feel that it will be essential for you to emphasise to him that the figures may well be subject to amendment.
3. On a minor point I wonder whether quite so precise a figure should be given for the minor services and maintenance; be better to say £1.4m. straight through?
