I enclose, as promised in para. 5 of my letter of 17 March, a broad functional breakdown of the forecast works costs for the Hong Kong garrison from 1971/72 - 1975/76. You will, I think, wish to let the Governor have this, together with the figures attached to my earlier letter.
2. You mentioned on the telephone the Governor's desire to have information about individual projects. I do not think that it would be appropriate for this kind of detailed information to be transmitted through the channels in use for present purposes: information on individual projects will before long be available with the military and MPBW authorities in Hong Kong, and I suggest that such information as is necessary for the Governor's purposes should be obtained

much hope that you will feel able to invite the Governor to give us his awaited preliminary views on the defence contribution before he goes in for any detailed study of individual projects which might well take some while. The information I am now sending you, in amplification of that attached to my earlier letter, enables him to judge the size and general shape of the proposed building programme and this should, one would hope, be enough at present: it is difficult to imagine that points arising on one or another individual project could have any significant effect on the financial contribution to be offered by the Hong Kong Government to the whole field of defence expenditure, of which works costs make up a relatively small part.
