Dear Walford
I was about to write to you about the draft letter to the Governor on the Hong Kong contribution attached to your letter of 25 September when I saw Gwynn's letter of 29 September. He has made the
point I was going to make in his para 3(b); the Colony's contribution is at present worth over £2m a year and is provided entirely in kind. There does therefore seem point in at least asking whether it is intended that this should be inside or outside the contribution.
Otherwise I have no further comments.
I am sending copies of this letter to Gwynn and Gedling.
