Rundown
I should be grateful for clearance of the attached Final Draft of the Planners' Report by close of play on Wednesday.
2. The Planners have incorporated into the paper (paragraphs 14-15) the reservations the FCO have expressed about the timing of any moves to inform the Malaysians and Singaporeans.
3. There have been various changes to the timetable of withdrawal since we saw the previous draft (Folio 87):
(a) April 1971:
withdrawal of 42 Commando, HQ 3rd Commando Brigade Group and A Squadron 14/204 (unchanged).
(b) September 1971 (first two weeks):
arrival of incoming U.K. battalion at Singapore; withdrawal of 2/2 Gurkha battalion from Singapore to Hong Kong. (previous date of arrival of U.K. battalion and withdrawal of Gurkha battalion was 1 November);
