the reinforcement time for the extra major unit could be extended from 72 hours to 7 days. As this reassessment has not altered the concept of operations or the force level requirement, we consider that there is no need for a re-exam- ination of the earlier study (1).

3. Now that the requirement for the extra major unit has been extended from 72 hours to 7 days, this commitment could normally be met by a battalion stationed in the United Kingdom. This would make it possible to avoid any political awkwardness of specifically earmarking the battalions in Singapore or Brunei which might be available anyway if circumstances at the time nade it preferable to use them. We should therefore plan on this commitment normally being met by a battalion from the United Kingdom.

CONCLUSIONS

4. We conclude that post 1971 the permanent garrison in Hong Kong should be 63 major units with an extra major unit normally being provided from the United Kingdom within seven days. There should be no change to the plans for the rein- forcement of Hong Kong by three additional major units from the United Kingdom.
