I am replying to your note to Head of DS 7 dated 11th September.

I am advising DUS(P) that the conclusions of the paper should have Ministers' approval. The extension of the time of the reinforcement is of course important; but most important is the fact that it enables a decision to be taken to maintain the Hong Kong garrison at 6-2/3 major units instead of rising to the previously planned 7-2/3 major units after 1971. As there are other issues related to the composition of the Hong Kong garrison and to the balance of forces in the Far East generally, I am suggesting that collective Ministerial endorsement might best be sought in the context of the DOPC paper on Far East policy and/or Gurkhas. Meanwhile, I would suggest that the conclusions of the paper should have the Secretary of State's approval.
