Under the scheme proposed above the single service staffs responsible for UK national matters would be headed by a Commander, a Colonel and a Group Captain. For joint service matters these thrce could form a UK Heads of Services Committee (HOSC), as in Halta, with the senior member as Chairman responsibl when appropriate to CDS. Alternatively an additional officer could bc appointed at one star level to be responsible to the MOD for all joint national aspects of the tasks of the staffs. We believe that most of the staff tasks would be concerned with single service matters and require direct contact with Service Operational Commanders in the UK and Scrvice Departments in the MOD and that most joint service matters would be dealt with through ANZUK channels; furthermore the provision of a one star officer in a joint post could well result in matters being channelled through him on a national basis which ought, more properly, to be dealt with through ANZUK channels. We would therefore prefer to estab- lish a HOSC in Singapore to deal with joint national matters, rather than to appoint a senior officer with overall responsibil-
itics.
LIAISON WITH MALAYSIAN AND SINGAPOREAN FORCES
26. To co-ordinate the many training and administrative activities in the area we envisage a wide range of ANZUK/MALAYSIA/ SINGAPORE Committees being set up to supplement a three power (or separate ANZ and UK command) system. These would encourage liaison between the forces of the two indigenous nations and could play an important part in achieving the political aim of the ANZUK military presence. We see them developing from the present Advisory Working Groups, which have already established confidence at working level, and covering such aspects as training, communications, intelligence, air traffic, movements and logistics.
