11. A five power system would have the advantages of avoiding any possible suggestion of white domination and permitting the inclusion of the IADS in a common command structure. It would
however cause difficulties for the forces of Malaysia and Singa-
pore, and for the UK over the commitment of forces to IS operations without the guarantee of prior consultation. It would complicate
the SEATO problem. Furthermore it seems doubtful whether the
other countries would be willing to participate in a five power system. On balance, therefore, from the UK point of view we do not favour the introduction of a five power system.
SEPARATE ANZ AND UK COMMANDS
12. An integrated three power ANZUK Command System is discussed below. However the possibility that such a system might give an undesirable appearance of a white man's club, together with the problems which might result if UK foraes were not declared to the same SEATO plans as the ANZ forces, might make the creation of such a three power system unacceptable politically. In these circumstances it would be necessary to establish a separate UK command structure in parallel with that of Australia
and New Zealand.
13. Á UK national command structure would need to be organised to provide the correct level of rank for the individual service nceds, joint service machinery, and a system which would operate
efficiently in conjunction with an ANZ system. These requirements could be met either by having a single UK Commander with a three
service staff, or three service staffs with the Heads of Services
forming a committee for joint matters as is currently done in
Malta. The extra cost of introducing parallel UK and ANZ opera-
tional, logistic and administrative channels would be considerable and we would not wish to adopt such a system unless an integrated
ANZUK command proved to be unattainable. We shall however consider in a separate study (4) the possible UK organisation in parallel UK and MIZ command structures.
