The figure of 80,000 referred to was quoted in a recent
Sunday Mirror article (attached). It is greatly exaggerated.
2. In view of the crowded conditions of urban housing, and of
the movement of large number of people into new housing estates,
as well as of the two-shift system of running primary schools
there would be serious practical difficulties in enforcing a
law requiring compulsory primary school attendance.

Progress toward free primary education continues.
Standard fees in Government and subsidised primary schools
were substantially reduced in September1969.
27/6d. a year (2/32d. a month) in urban areas and 13/9d. a year
in rural areas. There is provision for the remission of fees
in whole or in part, in cases of need, and grants for text
books and stationery are made to all holders of free places.
4. The greater portion of the cost of primary education is
met from the general revenue. There is no educational rate.
The fee income is the only revenue raised directly toward the
cost of primary education.
