**The Baroness Summerskill To ask Her Majesty's Goverment why compulsory primary education is not introduced in Hong Kong, having regard to the timated number of 80,000 children within the ages of 6 to 11, who are not attending school.

It is the declared aim of the Hong Kong Government to provide

places for all children between the ages of 6 and 11 years who seek

primary education. It is also the aim of that Government to provide

free education for such children. Until these two aims have been

achieved it, is not practicable to consider making primary education

compulsory in Hong Kong. If the figure of 80,000 refers to the

number of children within the age group not attending school at any

given moment of time it is probably exaggerated by about 30%.

If it is intended to refer to the number of children not obtaining

any primary education it is also exaggerated, although it is

difficult to give a measure of the true figure since it is nine

years since the last census.
