Policy on Education: Hong Kong
The opening paragraph of the introduction to the attached "White Paper" on education policy reaffirms that "it has long been an aim of Hong Kong policy to provide a free primary education for all who desire it".
2. In a speech in the Legislative Council in February, 1969, the Governor spoke about education. I think this is what you had in mind. I myself was referring to the passage sidelined on page 9 of the attached record.
3. During the Budget Debate this year the unofficial Members of Council had a good deal to say about education. Please see in particular Mr. Kan's remarks on page 11 of the attached record, Mr.Fung's remarks on pages 14 and 15, Mr. Tse's general remarks on page 19, Mr. Wong's remarks on page 30, Mry Li's remarks on page 33, Mr. Wang's remarks on page 37 and Mr. Chung's remarks on page 44.

5. In the ExCo paper at (14) in that same file it is stated that the aim of providing "as comprehensively as possible for primary school children in either the aided or private sector (has been) substantially achieved".
