Machinery has now been established for the use of computer marked multiple choice tests. It is thought that this type of examination will prove suitable for the junior certificate, and that the number of candidates likely will make this the only possible and fair type of examination.

Papers for the junior certificate (with the exception of the language papers) should be set in both English and Chinese.

The capital cost of 100 Junior Secondary Schools each of 24 classrooms is likely to be about $300,000,000 or about $30,000,000 a year for a ten year expansion programme.

The recurrent cost is difficult to estimate, but is likely to amount to between $80 and $100 million per year when the full additional 100,000 places have been provided, and up to $200 million when all necessary private school places have been brought within the codes of aid.

It is not felt that either the capital or recurrent cost of this programme is beyond the means of Hong Kong. A scheme of this sort is inevitable eventually and delay will add to its cost. The present is the time for decision and the beginning of the programme.
