I have already reported orally to you on my visit to Hong Kong. The purpose of this note is to report formally on my private discussions with the Governor about his reply of 17 September to your letter, of 3 August.

2.7 I indicated that you could not leave matters as the Governor's letter had left them. The new

Government recognised how much had been done up to

date: we did not necessarily want a radical acceleration, put we did want the momentum to be maintained and be seen to be maintained. This would

help the FCO to help Hong Kong.

3. The discussion went well and agreement was

reached on the following lines.

Primary Education

The Governor agreed that he would represent his

new proposals in a positive way as free and

compulsory primary education in Hong Kong conditions.
