The Rippon agrees to open
talks in the morning of 23 NN.

During his recent visit to Hong Kong Mr. Rippon agreed that we should arrange consultations with Hong Kong
towards the end of November. In our telegram No.722 we suggested the middle of November. Hong Kong replied (telegram No.749) that any time from 9 November would suit them but
suggested that, as Sir David Trench would like to take part, the precise date should be fixed with him.
Recommendation
2. I recommend that Mr. Rippon be invited to open the consultations on 23 November (I understandhe will be free that morning) and that we should set aside three days for
the talks.
