Mr. Royle has asked that a lunch be arranged for Monday 23 November at Admiralty House in connection with these talks; this follows the pattern of the earlier talks with Hong Kong three years ago. I am very sorry that owing to my absence from the Office last week you have had not had earlier notice of this.
