for pressing ahead with Hong Kong's case

at the negotiating table. The primary

reason is that, once liong Kong, L excluded

is

by the Six, and therefore by the other-

donors, from the UNCTAD Scheme, there will

be no hope, sither at the negotiating table

or elsewhere, of securing her even partial

inclusion. Our best hope of achieving this

lies in the course of negotiations, and this

we must pursue.

15. It will also be useful during the

meting to discuss the possible restrictions

on Hong Kong's exports, were she to be

included as a beneficiary under the UNCTAD -

Scheme. The Six appear to be considering

something along the following lines for

dong nong:

(1)

i -

exclusion of all textiles and shoes;

1) special tarife quotas for sensitive

products - the twenty-two products on

which there are in existence, in one

or other of the member states, quanti-

tive restrictions on imports from Hong

Kong. The quotes would provice for

duty free entry of 15% only of Hong Kong's

exports of each product to the community;

the rest would have to pay the full

teriff;

(iii)on everything else Hong Kong would be

a full beneficiary under the Community's
