1 (a), (c) and (e) should be dealt with in the session of talks for
which Sir C. O'Neill will be chairman, with possible reference to 1(b) as well. However, the latter, 1(a) and 2 would be best discussed
at se arate sessions, which r. Bottomley has agreed to chair.
4. I recommend that in opening the talks you should outline the
agreed agenda; that you should give a short description of the
progress of negotiations so far, with special reference to Hong Kong; and that you should then ask for preliminary comment on 1(a) from
the Long Kong side. The general attitude we wish to adopt throughout the talks is one of listening to Hong Kong proposals without
committing ourselves to accepting these.
5. Item 1(c) is not covered in the brief, but Kr. Denman will
attend the meeting on Monday afternoon and will be prepared to deal
with it.
