7. We should therefore inform the Hong Kong officials that we
have met their desires via product exclusions the removal of
most textiles from our scheme. Should Hong Kong exports in our :
market suffer as the result of the GPS, this aspect can be taken
care of in the proposed periodic reviews, which also cater for
the protection of countries enjoying existing preferences. Another
solution might be the use of safeguards on Hong Kong's behalf.
There should therefore be no need to tackle the matter via the
exclusion of boneficiaries.
