20. Sir J. Cowperthwaite thought that Mr. Carey was ignoring the stimulus provided by the elimination of internal tariffs within the enlarged EEC and reiterated that the U.K.'s decision to apply again for entry was taken after the new cotton textile tariff policy had been announced.
21. At this stage the Chairman said that the U.K.side had not expected to enter into full consultations on this question at this meeting. Such consultations could be held later if Hong Kong requested them. The Governor accordingly made it clear that formal consultations would be requested and that Hong Kong would suggest a suitable date.
