Mr. Lam agreed that it would be unreasonable of the UK not to allow Hong Kong to meet this US condition but that these concessions should not be handed to the ETC and Japan for nothing. The Chairman said that the matter would be checked out with Ministers, and we would inform Hong Kong of the result.
Approach to the United States
12. The Governor thought that a partial inclusion formula should be put to the US. In general discussion it was suggested that the EEC be encouraged to work for Hong Kong's inclusion by the US. The Chairman suggested that, as high-level political representations were called for in Washington telegram No. 3445, Hong Kong and the GPS should be included by DTI in the Prime Minister's brief
on Trade Policy for his visit to Washington.
13. Sir J. Cowperthwaite mentioned that Dr. Dahrendorf had suggested a visit early next year by Hong Kong officials to discuss the GPS. Mr. Denman and Mr. Hannay expressed doubts about such a move, but the Governor suggested that it be borne in mind in the light of developments.
