Generalised Preference Scheme
The Governor of Hong Kong began by requesting
confirmation that Hong Kong would figure as a beneficiary under the UK GPS now until EEC enlargement. This was a presentional point which would reassure Hong Kong and might have some influence on other donors. Mr. Lam confirmed that this was so, but that any UK statement on beneficiaries was premature. There was no objection however to Hong Kong officials re- assuring the territory on the matter. It was agreed to base discussion of Hong Kong's position vis-a-vis the ECC on Codel tel. No. 229. With regard to paragraph 3(1) (complete exclusion of Hong Kong on all textiles and shoes), the Governor listed three psssibilities:
