put forward the suggestion for a releva formal offer on Hong Kong to hold sale with the Americans on voluntary restraint of textile on orta to the U.D. hoz. Long officials made clear shes:-

(a) they hoped their offer might perve the

Americans as a bargaining lever if the textile alls with the Japanese broke down. This might earn Hong Kong goodwill in her bid for inclusion in the U.S. preference scheme; (b) they were prepared to see their offer stand

even if the Trace Bill and the Jepuncse textile talks both failed. (Any agreement with the U.S. would have to be subject to similar agreements Leing negotiated with other exporters).
