As you know, we have recently had a round of consultations with Hong Kong Government officials here in London. You will be interested to see the record of these discussions and I enclose a copy.
To avoid argument with the Hong Kong Delegation as to exactly what each person said, we have not given a copy of the record to them; they have made their own record. I should be grateful, therefore, if you would ensure that the enclosed record is not seen by Hong Kong Government officials.
