Thank you for your letter of 5 October and the enclosed draft. We have some small drafting alterations to propose and one or two additions. In general, we think that it would be wiser to reduce the overt references to the unpredictable, speculative and hypothetical elements in the reply. Chinese merchants are as aware of these general truths as we are and might resent having them rubbed in.

The amendments we propose to the sections on generalised preferences are done in the light of the EEC Geneva telegram No. 705 of 6 October, which you have no doubt seen. The amend- ments are as follows:-

Sentence 4. Delete existing sentence and substitute "However, as you are no doubt aware, the present Community indicated their unwillingness during the last negotiations to agree to her being associated in this way.'
